5 Overview of Roles and Responsibilities at Portland State
Throughout the research data management process, there are several key partners, all of whom have responsibilities. The key parties are: Principal Investigator, Office of Information Technology, Sponsored Project Administration (part of Research & Graduate Studies), and the University Library.
Principal Investigator
It is the responsibility of the Principal Investigator to: draft and ensure the accuracy of a Data Management Plan; review agreements, grants obligation, and contracts to ensure that data access and preservation requirements are honored; ensure that sensitive data are protected; ensure that research methods comply with university ethics policies; include relevant data management issues in their Institutional Review Board documentation; ensure that data and research findings are accurate; notify the Library and the Sponsored Projects Administration if they plan to deposit funded research data outside of the university; ensure that data management plans meet the specific requirements of their funding agency; notify Sponsored Projects Administration upon award of an external research grant; ensure that only appropriate and approved university information systems are used for the collection, processing, and management of data.
Office of Information Technology
It is the responsibility of the OIT to: assist the Principal Investigator in determining appropriate storage and backup support for active data; ensure that data stored on university drives, computers, servers, and services are secure; assist the Principal Investigator in areas relating to technology, software, security, and research computing including ensuring that appropriate information systems are used for the management of data.
Sponsored Projects Administration
It is the responsibility of Sponsored Projects Administration to: work with the PI on issues relating to copyright, intellectual property, and grant compliance; to determine if a PSU Data Security Plan will be required, and to arrange with OIT for the Data Security Plan to be drafted and implemented; keep track of grant documentation created and submitted by Principal Investigator; work with Principal Investigator to ensure that supporting grant documentation, including Data Management Plans, are submitted to appropriate agencies; store and file submitted data management plans.
University Library
It is the responsibility of the University Library to: preserve and manage data that has been accepted and archived within the Institutional Repository, PDXScholar; ensure retention, access, storage, and backup support of data deposited in the institution repository; provide training and assistance during the development of data management plans; ensure data entrusted to the library will be curated and preserved to the highest metadata and archival standards; assist Principal Investigator in locating data repositories suitable to their studies.
